Permitting for new development and tenant finish requires approval from both the Highlands Ranch Metro District and Douglas County. The Metro District, on behalf of Centennial Water and Sanitation District, reviews all projects within Highlands Ranch for impacts to the public water and sewer systems. Approval by the Metro District is required before Douglas County will issue building permits or Certificates of Occupancy.
